This isn't rocket science here. Bug-free code can be achieved, and has been achieved. Under MS-DOS, I use an editor written in 1982, that is version 1.0 and I've yet to find a bug in it. TeX, typesetting software written by Donald Knuth, comes with a money-back guarentee for any bugs found. More amazing is that TeX is free!
If only Microsoft were as confident of their products.
